Prince Zottornik is angry with Arkas: the Count didn't manage to capture Andrássy. So he sends him back to Bavaria. Meanwhile, in Budapest, Franz and Karl await the arrival of Andrássy and Alda in order to enter into peace negotiations with them. But it turns out very differently. The brothers are overpowered and are to remain locked up until the two leaders of the Hungarian independence movement arrive. Franz assures the Hungarians that Andrássy and Alda will arrive within two days. The Hungarians threaten war if Franz's promise turns out to be false.
