Three months after the tornado there has been no communication from Asumi or Carneades. Ko is assigned to investigate the threat of highly addictive drug "D" which is being used by the youth. Meanwhile, Mr Howard Win, the "Casino King", is seeking to open a casino in the 24th Ward. Shu sees Kozue leaving her house late at night and follows her into shantytown. She has gone to photograph a graffiti mural featuring the character "SuperKaba" which is modelled on her father and she is approached by Kunai who explains the mural was painted by "Red" of the DoRed group. Shu consoles her, and she sees him as a hero even though he could not save her father...
