A sea captain, Hector Delgado, helps the Joes transport a canister containing a prototype Techno-Viper taken from Cobra's lab in the arctic to Washington D.C. in the hopes of giving it to General Abernathy as evidence that would expose Cobra Industries' illegal activities and clear their names. But things go wrong aboard his ship, Courtney, along the journey when the Techno-Viper is freed.
