Cole's assassination sparks riots across the town. Kei and Tilarna interviews Tourte about his possible involvement in the recent murders, but Kei comes away unconvinced that Tourte was behind the attacks. Meanwhile, the vice squad tries to chase down a lead about Cole's assailant, and find out that he was a former U.S. Marine with a bulldog tattoo. As Kei and Tilarna head home, Kei mentions that Tilarna has caused himself and his friends to soften their stance on Semanians...
