She creates a "big brother/sister" program in which if a kid gets in trouble, they won't be sent to detention, they will have an older role model to "correct" them. But as her program spreads, students purposely get in trouble so they can be paired up with cool people from the high school. The program reaches the elementary school. At the same time Carl damages the school's septic tank. He is assigned a military-style big brother who wants to make Carl into a perfect angel.
