First, Bulk throws Skeleton off the Statue of Liberty where Skeleton his holding onto the sleeve of the statue. Secondly, once SuperTed and Spotty Man have gone to rescue him, Texas Pete hides small microphones in the treehouse. Thirdly, Texas Pete throws Skeleton into the sea, a hundred miles off the coast to be exact. Finally, once SuperTed gets the call for help, he'll say his magic word... and Bulk will be listening.
